Jon DeLapp: President/CEO, Founder, and Principal
Jon DeLapp is the President and CEO of East Bay, a Service-Disabled Veteran-Owned Small Business (SDVOSB) established in 2002. With over 25 years of experience in Information Technology, Jon has successfully built enterprises that deliver innovative solutions to local, state, and federal agencies. A retired law enforcement officer and U.S. Marine Corps veteran, he is dedicated to enhancing government operations through strategic efficiencies and service excellence.
Joe Wilkinson: Executive Vice President
Joe Wilkinson is the Executive Vice President at East Bay, contributing over 27 years of federal government service. A veteran of the U.S. Navy, Joe served as a Naval Aviator and Chief Recruiter for the Afghan National Police. As a DoD civilian, he held key positions, including Director of Training and Readiness for Navy Region Europe, Africa, and Southwest Asia. Joe’s extensive experience managing projects exceeding $100 million strengthens East Bay’s mission to provide top-tier consulting services to government agencies.
